That's true, there's a balance you have to strike there. One way the EAs filter is through their messaging and philosophy - it appeals to a particular kind of person and efficiently filters out the people who wouldn't want to join. Beyond that I'm sure they have standard mechanisms for removing people actively diminishing the community.
